Never heard of such a rule: sounds like another fictitious PC piece on nonsense. Examiners do not influence the answering process, the examiners are only interested in the written answers, and candidates will have to deal with people of various genders in their H&S capacity. Lets keep it real.

How would that make a difference? Surely the invigilator isn't going to go into the cubicle with them?

You think we should have more than one invigilator for a NEBOSH exam, on the off chance a candidate needs to go to the toilet.
What do you think should happen if it is a female invigilator (gosh imagine that!) and all male candidates?
Is this really an issue?

To answer the question is NO.
NEBOSH advise that candidates go to the toilet before the exam. However if a person need to go to the toilet during the exam they need to be accompanied by an invigilator. There are normally two invigilators in the examination room for this very reason.
