In my experience this would be quite a normal task for a roofer to be involved in works like removing redundant flues, vents, chimneys etc. The problem seems to be the information they were given, was it correct? Supervision, were they properly instructed as to their task? The fact that the wrong flue was cut off and capped and seemingly knowingly left in that state is pretty alarming though. Could have been a very different outcome!!
