Can anyone confirm whether Northern Ireland has the same H&S regulation as England, Scotland and Wales?

Looking at that website a bit more it appears they do use some of the English legislation for H&S take for example : Although revised RIDDOR reporting requirements were introduced in Great Britain in 2012 and 2013, the position in Northern Ireland remains unchanged. Yes.
The only difference is that in N. Ireland it is the Health and Safety at Work Order 1978 (minor differences from the HASAWA). The Regulations are the same and the EU Directives all apply (since N. Ireland is part of the UK). Almost all of the GB ACoPS are also directly enforceable. Slightly different fire safety legislation, but same objectives and effects.
Enforcement is the HSE (Northern Ireland): still a government regulator and enforcement body, but not part of the GB HSE. Powers of inspectors identical to their counterparts in GB.
Penalties however leave a LOT to be desired. Fatal accidents rarely attract a fine of more than £100k (often £50k-£60k). Other breaches are similarly paltry sums.

HSE NI is exactly the same as HSE in England Scotland and Wales.There are no specific differences other than the accents the inspectors have. From my experience they are probably easier to get along with and are extremely helpful in providing advice when requested. They are not just as heavy handed as their compatriots on the the GB side.
