By way of an OS&H-related digression, the photo on the webpage cited by Ciaran shows the Berlaymont, the headquarters building for the European Commission (EC). It was built during the 1960s and, like many buildings of that era, incorporated asbestos containing materials (ACMs) including insulation sprayed onto the building's frame for fire protection purposes. According to http://www.building.co.u...aymonster%E2%80%99s-back!/3044194.article the spraying was done without segregation from other construction activities and with little or no attempt to contain the asbestos. The EC vacated the building in 1991 after problems with asbestos exposure became evident. However, for various reasons mentioned in the article, what became one of the world’s largest asbestos-removal projects (costing some £88M) didn't begin until 1995 and took some 4 years to complete. Also the project formed part of a major renovation/modernisation project which was beset with problems and eventually cost £509M in total. After some 13 years the EC finally moved back into the building in 2004. Graham B

One of my observations in my consultancy days was that some other European countries, despite being subject to the same directives as us, simply didn't do it. A long conversation with some guys from Germany who had come to install some equipment, who didn't seem to have any concept of risk assessment and why they should do it, for instance. I think the UK's stance has been more honest - if we say we'll do it we do it, if we say we won't we don't.
