Is it a legal requirement for Principal Contractors to provide Contractors who are working for them with an electronic Construction Phase Plan?

In a word no - the CPP is developed normally with some liaison between the PC, the PD and the client and should involve contractors in terms of safety arrangements relevant to the work they are undertaking.

The PC must however deliver site inductions and the site rules - which will be in the CPP - will be covered in this process.

Have you asked for a copy of a CPP and not been able to get hold of one?

Under Reg 12 CDM 2015, Contractors normally produce the CPP unless there is a PC in which case the PC must produce it.

I think CDM states that the CPP must be made available to all personnel on site

However, there is nothing that I am aware of that states this should be an electronic copy

Yes, it does not have to be an e copy but must be made easily accessible for inspection. This generally means it should be kept on site.

There is no explicit duty for the Principal Contractor to supply a copy of the CPP to a contractor or to have it available for inspection in the CDM regulations. The Principal Contractor should provide all information required and available to allow the contractor to carry out their works safely and comply with their duties. Whether a contractor needs to see all of is dependent on the project and scope of the contracted work.

A copy of the CPP should be kept in the site office filing system and be available for all contractors on site.
The CPP is a live document and is to be periodically reviewed, and updated if the issue a change in methodology or site personal named in the CPP

The regs do not specify, but accessibility on site is required so if you are using a server then an reliable connection to it is required
