What would you say makes a person competent to be able to carry out general noise assessments? I'm mainly talking about checking noise levels of plant and diggers on a site.

Hi,
I just had a quick look on the HSE website to look for a definivive answer to your question. I found the noise section and then clicked the competence section and all it says is -
You need to make sure that your risk assessment:
Has been drawn up by someone who is competent to carry out the task; and is based on advice and information from people who are competent to provide it.

If the person had to prove his competence to an inspector or in a court, I suppose attendance at an accredited course on the Noise at Work Regs and understanding of decibels, which included a practical noise assessment exercise using noise meters and also included presentation of assessment results as a report, to determine if a workplace daily noise exposure meant some controls were required.
I do noise assessments and I haven't been to such a course, but I consider my degree education and >10 years H&S experience allows me to do suitable noise assessments :o)

I would imagine the following would be important, but not exhaustive; - knowing the nature of noise / sound - recognising when there is a noise problem - knowing how to measure noise levels and what to use - being aware of noise solutions - knowing limitations of noise monitoring
