I am researching information regarding the safe use of hydraulic wheel bearing press usually located within vehicle maintenance workshops with SWL 20tonne. The equipment I have seen are hand operated with slow operation and no guarding. HSG 236 seems to cover power presses.

It's NOT, a power press as it's manually operated, thus, not "power" operated.

These presses are not normally guarded but it is good practice to wear eye protection when in use. Most presses will have warming signs indicating to wear goggles. It is common for these to not be secured to the floor, so ensure they are bolted down securely to prevent toppling over.
As the press is used the fluid is under pressure through the duration of the task and then released. Therefore their is no stored pressure and the pressure regulation do not apply (if I stand corrected on this point, I have never seen any of these presses inspected under the pressure regulations). I would consider the manufactures instructions for more info.
