I work for a facility management company, which cleans the residential accommodation for a MOD site. We recently found that there was lift entrapment and it was found that the emergency call button (no phone) did not work.

When ensuring the lift is safe for my colleagues to use, I have realised I am unsure if the expected paperwork such as a certificate of through examination would be relevant.

So could someone tell me does the lift come under LOLER or as it provided in the residential accommodation is it exempt?

The simple answer is yes and they should have thorough examination every 6 months. They should also be subject to maintenance programme.

The real problem here is that a lift can be tested and examined including the call button and it is not working the next day. Can you even be sure the call button was tested?
