Dear all
the scenario is:
A operative turn up for work at a depot due to start his shift at 06:30
at approximatly 06:15 he looses his footing resulting in a swollen ankle, resulting in a over 7 day LTI
no causal factor between the workplace car parking depot surface, the witness statement confirms this, purely operative error.
accident book completed and incident investigation completed
would you consider this to be a Riddor Reportable?

If condition of workplace flooring, lighting etc did not play a part then, No

Nope. From your description, not a 'work-related' accident - regardless of whether you wish to consider him an employee or a MoP at the time of the accident. This is essentially one of the HSE's exact examples they use of a non-RIDDOR accident on their website.

The 7 days are immaterial he could go off for 3 months it is still not reportable.

I know this which is why I agreed it was not RIDDOR. I also happen to think that 7+ days is a long time for a swollen ankle - hence my comment.
