Hi,
I have a case in Northern Ireland where a The Northern Ireland Housing Executive are paying for a private tenants property to be upgraded ie a disabled bath/shower and amendments made to the bathroom. Also involved are a Housing Association and an architect.
In this instance who would be the client? The NIHE or the owner of the house, who by the way is over 80 years of age?

In the circumstnaces above, the cllient would be the housing association.

In housing association I meant Housing Exec.
