I'm looking for some information on where I can get the requirements of the local legislation in Shanghai?

You could try the Chinese Embasy or Chinese board of trade, they could lead you to the Right information. But i fear you will have difficultly proving to the chinese what you will do with that information.

H&S in China is not all that great judging what you see on the internent

I use a service provided by my employer however you can get some information from NATLEX (ILO) but it is not a set of complete requirements.

you will also get a load of information from the Ministry of Commerce of the Peoples Republic of China try googling REGULATIONS OF SHANGHAI MUNICIPALITY ON LABOUR AND PERSONNEL ADMINISTRATION IN SINO-FOREIGN JOINT EQUITY ENTERPRISES
