Are subcontractors required to create CPP even though the principal contractor has created a CPP for the works the subcontractors will be carrying out. The reason i ask is that i have been told previously by 2 HS consultants that all subcontractors need to create their own CPP even though the principal contractor has a CPP for the works the subcontractors will carry out

If you were told that then some people need to hang up their hats and leave construction work to others.  The CPP IS THE MANAGEMENT PLAN FOR THE PROJECT.  A multitude of plans is a recipe for confusion and disaster.

Agree with Bob, the CPP is the responsibility of the PC to draw up and update as necessary pursuant to the CDM Regs 2015. The CPP should be made available to subbies in order they can co-ordinate their work in a safe manner.

Sub-contractors may be required to provide their own RAMS for the PC.

Under CDM2015 subbies are only required to submit evidence through a suitability / competency assessment as the PC is duty bound to ensure that any appointed subbies are competent. Only the PC is required to complete a CPHSP. I agree, the two separate consultants who gave that advice are quite clearly not competent in the construction industry and CDM regs and should have disclosed this when initially approached for advice.
On the OSHCR website you will find FIIRSM or CMIOSH consultants who specialise in the construction industry, that is the safest place to find a competent consultant, they all also have PI insurance. Any decent consultant will offer you initial advice without charging you.

I have a sneaking suspicion that your consultants may have confused CPP with PQQ (?)

Even a PQQ is not a requirement.  The employer, whether client, PC or a n other contractor simply has to provide competent personnel and demonstrate if required that they have done so.  There is no excuse for a consultant in construction to make such statements. If they did make such a mistake there is no fig leaf even so
