Can someone clarify the difference between Chapter 8 and the NRSWA, or are they used together.

Briefly, NRSWA is a law (New Roads and Street Works Act 1991), and Chapter 8 is a Code of Practice. If your talking about works on the road (the Street Works part of NRSWA), then: The law says some general stuff about protection (eg works should be "adequately" guarded and lit), and like most codes of practice, Chapter 8 tries to assist with what the "adequately" part in that law means.
The Pink/Red book mentioned above is not Chapter 8, it's another code of practice, Safety at Street and Road Works, and compliance with this one is mandatory in England & Wales, unlike Chapter 8. You might find, though, that Chapter 8 compliance is a condition of your contract if you're working on roads.
The last one is smaller and simpler, and more aimed at local authority (ie non-trunk) roads. It can appear confusing to have different documents, and it can be (!) but people working with traffic management usually have a reasonable idea of what they need to do. That's a really simplified explanation of those terms - hope that's what you needed.
