Hi there, I believe the work at height regulations state 'competence' and those more familair with CDM know to differentiate Competence into constituent parts as qualifications and cards do not amount to Competence. The recognised schemes for scaffolding competence is the CISRS register and they do 'Basic' and 'Advanced' scaffold inspection courses with pre-requisites. That said, some will 'help you' find / remember criteria for their pre-requisites.
You may detect a synical tone, but being from the scaffolding industry and seeing the HSE's efforts to iprove the trade along with the NASC, they don't regulate the criteria enough considering the potential risk. 2 day courses for comprehensive scaffold inspection isn't nearly enough but the courses are out there, so I hope this helps.
