We intend to have 3 men on a project for 10 weeks working 5 days a week. Going by the HSE guidance, "If the job will last longer than 500 person days or 30 working days (with more than 20 people working at the same time) it will need to be notified to HSE."
My interpretation is it is not notifiable... The client sees it different, as notifiable and quotes this Guidance. "If your project is expected to last longer than 30 working days, or exceed 500 person days and have
more than 20 workers working on the project at any one time, you will need to make sure that your
project is notified to the relevant enforcing authority."
Who is correct?

Unless I am missing something both pieces of quoted guidance are effectively saying the same thing. No the project is not notifiable, as there will never be more than 20 people at any one time and it won’t exceed 500 man days.

You are correct, your clients interpretation doesnt make sense. If it related to all jobs that lasted over 30 working days regardless of number of people on site there would be no need to add the "500 person days", as it would be irrelevant.
It is worded on the HSE website (http://www.hse.gov.uk/construction/cdm/faq/notifications.htm) as:
When is a construction project 'notifiable'?
A construction project is notifiable if the construction work is expected to:
- last longer than 30 working days and have more than 20 workers working at the same time at any point on the project or
- exceed 500 person days

You both quote the same legislation (CDM 2015) only in a different manner. They key word here is AND. "If your project is expected to last longer than 30 working days, or exceed 500 person days and have
more than 20 workers working on the project at any one time, you will need to make sure that your
project is notified to the relevant enforcing authority."
Which makes your statment correct and the project is not notifiable. Hope this helps.
