Please excuss me if i seem a little "Dim" with this topic but i'm hoping that the members of IOSH may be able to help me.

I have recently implimented a complete overall and new installation of the our companys emergency lighting system.

This was both internally and to the perimeter of the entire factories (3). Obviously i carried this out as the original EM lighting was in a poor condition and did not meet the required requirements, both for physical working and for the soak test times.

I am in quite a fortunate position as unlike a lot of poeple i talk to, i have the full backing of my Executive Directors and the Managing Director regarding Health & Safety so long as i have the justification for any plans i put in place.

The question i cannot seem to get a compelling answer to is: do i need to have Emergency Lighting within the main employees car park?

Within the car park are our Evacuation Muster Points, the exisiting lighting doesn't contain EM lighting and regardless to who i speak to, including numerous light designers / suppliers i am still no wiser. if i look through the regulations again i dont seem to find the answer i'm looking for.

Can any one offer any advise?

Nice to hear of an employer with deep pockets to satisfy every whim. Back to reality - what is the primary purpose of Emergency Lighting? To aid evacuation from a building. It is admirable and utopian to extend this activity to cover the external areas and evacuation point but not a specific duty under any regulation hence why designers,/suppliers are unable to respond to your query.
