HI anyone out there have any feelings on CDM requirements for clients, I am a consultant for a company who currently carry out work for a local education authority. Under their remit as client they have proposed to have 2 principal contractors for the works to ensure that they have at least on contractor with responsibility on site all the time.In my reading of the regulations there should only be on and even if there is the absence of the principal contractor, the subcontractor still has responsibility for health and safety on site which can be monitored without the need for the principal being on site,

Any comments would be appreciated.

This has been debated before, in a nut shell, no for one site you cannot have two PCs for the purposes of a single project. You can have two PCs on two seperate projects in one area however. 

In your case, one of the Contractors should be PC, there is no harm in that PC allowing a site manager from the other Contractor to "stand in" and control the site if they are absent. I caveat that with, if I was the PC I would never leave a site uncontrolled by one of my own employees.  

To be honest though, it sounds more of a headache than a benefit. 

Why would there be absence from a PC?
