Hi,  I haven't been on for ages but here we go now.  I hope this will interest lots of forum users.

Everton Football Club have secured a derelict dock on the banks of the River Mersey to build a football stadium.  Bramley Moore, can be learly seen on Google or similar mapping websites.  The Site looks to be mostly water, just what you would  expected of a dock, with some buiuldings to be demolished.

The Council have promised new road layouts for access and to improve the surrounding area with a new rail station, they are fully on board.

Planning permission will be applied for as per the planning laws but I for one cannot forsee any problems as long as the plans meet the requirements.

There are no neighbours as such, surrounding areas are river, other docks and a main road.

What I would like to know is what works can be done before the planners approve the project?

For example can the dock be drained and filled in, would the dock need draining or would simply filling in cause the water to drain away?

Can land surveys take place? i.e. core samples.

Any other works that can be started in an effort to move the project forward before planning permission is granted.

Is it worthwhile sending out tenders for the construction or should that wait for plannint permission?

I remember someone on here in the past mention his involvement in the Olympic statium in London.  That experience may be extremely helpful.

Irrespective of planning permission (And I'm sure the good folks at Goodison will already have secured outline permission), some of what you describe is also construction work (infilling the dock) and CDM kicks in.

Of course, CDM kicked in at the design concept stage anyway.

No harm in putting works out to tender if the money's in place. There should be a Project Master Plan about somewhere!

Environmental issues such as animal and plant life that is native to that area could be an issue.

There  might be historical conservation issues as well  which have to be looked at by Historic England

I would suggest that any Docks or quays which are in direct contact with existing waterways and new buildings are to be developed on or near them are all thoroughly examined and inspected as to what weight they are still able to take?  Also is there an alternative use for the dock rather than filling in, this sounds incredibly expensive to do?  A project that big requires the right Architects or maybe 2 or 3 Architects working together who have specific fields in specific areas.  The Architects would normaly be the ones dealing with tendors etc on behlaf of the client.  But sounds like a great project to be involved in so good luck.

Thank you all, I have to say I am not involved in the project but being in H&Safety I would like to be. As a fan I am interested in the project and know it will take lots of time before building can begin. I just wondered what needs to be done.
