We're about to decomission a number of buildings on a number of healthcare sites in our NHS Trust prior to sale and transfer of the land.

I vaguely recall a section on my NEBOSH Dip. which covered this (securing services, trespass, maintenance etc.), can't find anything on HSE website (should I be using another word?)

Grateful for any pointers

I suspect NHS estates are self insured so you do not have an insurer involvement.

However, insurers of commercial properties are quite wary of vacant / unoccupied / decommisioned properties and produce extensive guidelines for policyholders re security, maintenance and isolation of services.

Below are a couple of links from ins. companies that may help you to draw up a plan.

https://insider.zurich.co.uk/industry-spotlight/how-to-keep-empty-properties-safe/

http://www.riscauthority.co.uk/free-document-library/RISCAuthority-Library_detail.bdm10-code-of-practice-for-the-protection-of-empty-buildings-fire-safety-and-security.html

The last link to RISCAuthority is probably the best one.

RISCAuthority is funded by insurers and issues extensive guidance on property and business protection. HSE / Approved doc B all deal with life safety. RISCAuthority issue guidance for protection of the building - much of it available to non members.

If you ask Mr Google i.e. decommissioning building checklist and template, he will come up with a raft of documents you can cherry pick from.

Don't skimp on security! The clean-up costs from wilful fire setting/ arson can be considerable (five figures)- e.g. an exploded asbestos cement roof. If property is within occupied area, all well and good. If remote, make sure security is monitored regularly.

Consider taking out anything and everything of value, including copper scrap and posting signage to that effect. Scrap thieves have no qualms about disturbing asbestos containing materials to gain access.

Yep, we have those T-shirts here......................

Cheers, Ron. Can't argue with that stuff.

We've got some good people on the team. I just assumed there was some kind of standard or guidance to help ensure we're doing all the reasonable stuff.

Looks like it's Occ Liability and guidance from the stuff that's out there. Previous posts very useful.
