Background

The company which I work for requires a few more "Responsible Persons" to undertake monthly skin checks/dermatitis inspections of our workers. According to the HSE website (http://www.hse.gov.uk/skin/professional/health-surveillance.htm) our business requires higher level health surveillance due to employees working with MWF, etc. Health surveillance is carried out at appropriate intervals for all staff, but there is a need for some more people to be able to undertake monthly skin inspections.

Requirements

Usually, our Occ. Health nurse (who is qualified to give this training) provides our "responsible persons" with formal training and certification. Unfortunately, the Occ. Health nurse is rarely available, and I'm struggling to find a suitable training provider for our staff.

According to the HSE website "A ‘responsible person’ can be an employee provided with suitable training" - Can this be training that I (as a H&S Adviser) provide, or does it need to be provided by someone with an Occpational Health qualification?

It's a very specialist question and whilst i've got no direct knowledge of the area, i would generally suggest that simply being a H&S person does not qualify you to train people in something you've got no training in yourself. You see alot of "train the trainer" courses for this reason.
