I have looked at the IPAF 'Exiting the platform at Height' guidance note and it states one of the control measures is -   An operator to remain in the raised MEWP platform at all times. So from this it is stating 2 are to go up but only one is allowed to leave the basket. I would like assistance in to understand why one has to stay in the basket?

It doesn't say "must" it says "consider", and we are talking about exceptional circumstance. More inportant to have a second man on the ground, radio contact if needed.
