Not really CDM. The area of operations (the roof) was fully in
the control of the “client”-Iceland Foods. They thought that there was a suitable
barrier up there but they had not bothered to check and assumed it was all
right.

Thanks for posting John. The word 'client' is used in the wider sense of 'host' rather than necessarily under CDM.
The most interesting CDM question is "Were the designer and CDM(C) also investigated for possible offences under CDM 2007? If not, why not?"
