In Schedule 2 it states: The collapse, overturning or failure of any load-bearing part of any lifting equipment, other than an accessory for lifting.

Hi,

It says "overturning" it does not say how or why, so yes it should be reported. If it was purely down to wind conditions and nobody was involved or nearby I would doubt the HSE would pay you a visit.

However, your investigation should determine the root cause. In all likelihood there are a number of other contributing factors involved other than windy conditions, for example: position of MEWP, stability of MEWP, basket raised/lowered etc.

Always best to report rather than not and find out later you should have.
