Can someone advise if pouring concrete directly to ground with a sand base is a good practice, keeping in view the Environmental Impacts?

It's normal, though actually more common without the sand than with it. You'd normally put down a thin layer of unreinforced 'blinding' to provide a flattish cleanish base for fixing the reinforcement over, but you might just include allowance for extra cover instead. Most in-situ piles are cast directly against the ground.

If the sand is already in then yes this is fine but quarry dust is a better product as this will eventually go hard itself.
