I'm currently working on a project that has an open culvert within the site. We have been told by the EA that the culvert has to remain open. There are obvious safety issues but does anyone know of any environmental issues or regs that we should be considering?

NOTHING from your site activity should enter the culvert as it would be considered pollution of surface waters This is where things like mobile bunds for generator fuels come in My first thought turns to HERAS along the length/breadth of the culvert to stop persons falling in, and if possible set up a mud bank or similar to divert accidental spillages

The easiest way to protect an open culvert is to arrange for scaffolders to erect an A-frame handrail around the entire opening and then double sandbag the top of the opening this should cover any issues that you are worried about. As mentioned above HERAS is OK but it is notoriously flimsy as edge protection, it is very effective security fencing so if you use this and a scaffold handrail, all bases will be covered.
