CDM requires Client to notify HSE about notifiable projects via F10 before construction phase starts. Thus, so far, I would notify HSE when Principal Contractor is selected and formally appointed, and before construction phase starts. 

Recently, I met with approach suggesting, as good practice, to notify HSE earlier i.e. when Principal Designer is appointed. 

On the other note, I heard opinion that F10 should be issued when all particulars listed in Schedule 1 of CDM 2015 are known i.e. when Principal Contractor is appointed and not earlier.

Usually, at which stage of a project you would submit F10?

Do you see any particular benefits or disadvantages of any of these two scenarios outlined above?

The general statement has to be that the project should be notified as early as possible and this suggests that the appointment of the Lead Designer is the key initial notification date.  This provides the HSE the largest possible window for input if they so wish.

When CDM 2007 came into force, HSE made it quite clear that they wanted early notification so that they could be proactive when designers have greatest opportunity to impact on project risks.

That HSE has not been particularly proactive in targeting designers (or Principal Designers or their forerunners) is illustrative of cuts in the number of operational inspectors.

Follow the requirements of L153 and as soon as you know that a project is going to hit or exceed the required trigger levels for notification then you should give notice via the F10 to the HSE as soon as is practicable before the construction phase begins.
