We have a contractor who is completing our periodic testing at 20% each year over the 5 year period. I was wondering;

1. can he just ignore a year and complete 20% without informing us

2. He claims that all we need is the front sheet I argue that we need all the information so that we can ensure all 100% is completed each year as the front sheet doesn't tell us whar circuits have been tested etc.

If you can point me in the direction of the information that would be great

Why are you even arguing?  You're the customer, you're paying for a service and you need to be able to prove that that service was fully completed so you can meet the requirements of the Electricity at Work Regulations, Regulation 4 which require you to:

"As may be necessary to prevent danger, all systems shall be maintained so as to prevent, so far as is reasonably practicable, such danger."

You cannot prove this maintenance of the system without the individual certificates. 

He is the supplier, if he cannot provide the documents which you require then, very simply, sack him and find someone who will provide this information.

As Hilary said you are the customer, you set the specification of the job he is to do and if he can't or won't do what you want then take your business elsewhere.  You need the full set of paperwork to prove what was done and your response to any faults identified.

Firstly, you will not get a certificate, you will get a report.

You will only ever get a certificate for new works.

Periodic inspections and testing of installations are reported on an Electrical Installation Condition Report.

It is not, a certificate.

If you look at the requirements of a Minor Works Certificate, Electrical Installation Certificate, and an Electrical Installation Condition Report, as defined by BS7671 you will see that they must be complete, all pages including all schedules of inspections and schedules of test results to be valid.

Therefore, you must have all pages of the report correctly & fully completed, including signatures, which are legal declarations by those signing, and can be upheld in a court of law.
