As title. If you suspect a customer is not following their legal obligations, should you report them to the HSE?

Have you discussed the matter with the customer?
Initially I would offer some quiet advice (you don't win friends at work by having your revenue stream reduced by fines and/or imprisonment) then it depends upon your own moral compass and the nature of the potential breach which you have not identified
Not displaying the HSE poster is unlikley to result in harm
"Gary's Landscaping" (not Gas Safe registered) regularly buying gas fittings would warrant involvement

If I suspected a customer was not doing the right thing I would ask them if they were aware of what they were doing in that regard and see what the did about it.
If at that point they told me to mind my own business then I don't think I would want them as my customer and if I thought their actions or omissions may put others in harms way I would feel duty bound to have a chat with said HSE.

I would want to have more than just a suspicion before reporting anyone to the HSE. And as above, I would talk to the customer first and also consider escalating it up their management chain.

Thanks for your replies. We have refused to carry out works on a site without adequate asbestos information. I have told them what they need to do. In the end we are having our own survey done to ensure our employees are safe. I went with the surveyor for an initial visit and he immediately identified asbestos. He advised the duty holder again, that he must have a suitable survey done. I don't think the customer has any intention on having the survey, yet people work on the premises. We have been having the discussion between ourselves on our moral duties. We come across people relatively regularly in similar situations, where they want to push on with their plans for their buildings despite not dealing with asbestos as they should.
