Just wondering if anyone can confirm if a site supervisor (qualified by a card) is required on site at all times? We have smaller more sites that are on scheme close in location, with one nominated/qualified by a card site supervisor, he attends each site every day but is not on site at all times during works, does each individual site need a seperate supervisor on site at all times?

In the title you ask if it is a legal requirement. There is a legal requirement to provide supervision but it is up to your risk assessment what form and level that supervision will take so it is not an explicit legal requirement to have a supervisor constantly present.
It might be a requirement for other reasons though. It could be a control that has been or should be identified in the risk assessment depending on the nature of the work and the competence of the workers, or it could be a contractual requirement with your client.

When you say qualified by card, I assume you mean that they have done a course such as SSSTS?
The answer is no. There is no reason why you couldn't appoint responsibility to someone at each location, as a charge-hand to take responsibility in the supervisors absence.
The law mentions competenc, not cards. I'm sure those who make a fortune out of peddling CSCS, would love everyone to think they are a legal requirement, but they are not.
