We undertake health surveillance for HAVS using questionnaires and having clinics for staff who use vibrating tools from time to time. Tool use is not intensive and the risks are low, however we still wish to keep an eye on our staff wellbeing. The problem we have is that some older members of staff continuously refuse to complete the questionnaires or participate in the Occ H clinics. The younger ones are happy to participate and see the benefits. How can we win over the older ones? Can we just ignore the fact that they do not particiapte? Is it good enough to say 'we tried, but couldn't win them over'? Where do we stand if one of the older ones develops HAVS? We have tried to speak with individuals and educate them but they are adamant that they won't participate. Comments and guidance welcomed.

Have they given any reasons for not complying? Have you or anybody else asked them why they are not complying? Has anybody explained to them why you wan this information? Do you really need this information: i.e. can you justify collecting and keeping it(I am not saying that you are doing anything wrong but you must be able to justify the actions before tell people why they MUST do something? Have your staff ever been involved in any discussions as to why you do any of this ‘elf and safety’ stuff?

If you decided to sack all those people who refused to cooperate with with, would you have the backing of management (again this is purely hypothetical, but before you start making threats of disciplinary action you need to know how far you can go)?

Lots of questions but you need answer to them before you can decide how to proceed.

And are you keeping their data secure.....many worry about that aspect.

Young people are used to giving complete strangers access to their personal data, via social media, so worry/care less.

From my previous work experiences, where peoples OccH reports were able to be seen by anyone who could open the [never-locked] file cabinet...and many did....it is a serious worry.
