I remember reading an online article a couple of weeks ago regarding the HSE not endorsing 45001 and instead stating they believed HSG65 was considered suitable.
Has anyone else read this and if so can they remind me where I saw it?

I don't think they're actually putting down the new Standard, but the HSE take the view that third party management standards such as 45001 tend to over-complicate health and safety, and therefore distract companies/businesses from the basics (which is why they endorse their own HSG65). In fact these type of standards are the target of the HSE's "blue tape initiative" which is looking to simplify things rather than the opposite.
Whilst I can't point you in the direction of a specific article, it may be that if you do a search for the HSE's blue tape initiative, it might provide the information you're looking for ?

I don’t think that the HSE necessarily support ISO45001 but they don’t denigrate it either. It’s just a thing that exists alongside what to do which is enforce the law, which is the minimum standard for everybody. There was some concern a few years ago when it was suggested that employers who applied a standard like ISO 45001 might in some way be exempt from normal HSE inspections etc. The HSE does not believe that ISO 45001 in some magically way ensures that an organisation will never have an accident. One issue is that the standard applies to the organisation not to what every employee does; it is quite conceivable that a rogue employee might do something to cause a serious incident in an organisation that has every standard under the sun. As said the HSE role is to enforce the law and make sure it applies in every organisation they also recognise that the law is really a minimum standard of behaviour required and if an organisation wants to be more than just reacting to incidents it needs a management system and HSG65 describes how such a system might work. It is nots standard as such; the G in HGS65 stands for guidance. ISO 450001 is an auditable standard. It is designed to create measurable outputs which can demonstrate that a Health and Safety system is in place and that it is being applied. It is also meant to prove that the organisation is continuously improving its Health and Safety performance. It is a requirement of the standard that an organisation fully complies with all local H&S laws, but there is no legal requirement in the UK for anybody to apply the standard.
