The Environment Agency have issued a regulatory position statement RPS135 whereby the requirement for consignee returns are relaxed. It looks as if various industries have lobbied the EA for a relaxed position and one at a time these have been added to the list. 

I don't find the EA very easy to deal with and their contact centre have given me incorrect advice on this matter. 

Has anyone sucessfully lobbied the EA for a more relaxed position in connection with hazardous waste and if so could you share with me how you went about this.
