Research to Manufacturing - assessment of all EHS risks in between

Hello, I have recently started work at a FMCG company and I am leading a project to improve the current process of assessing the EHS risks of a new research project all the way through to launch and manufacturing. The current process is extremely long-winded and assumes that the project leads have a high level of knowledge of EHS which they don't. The resources that they are being told to use are also a bit out of date and again very difficult to understand if you don't know EHS terminology and technical details.
Do any of you out there have experience in the FMCG and have experienced similar difficulties? Looking for ideas of how to make the process as easy as possible as it needs to fit on top of another 1000 things that they are being asked to do within a time limit.
