Hi A query has arisen from a Principal Contractor ..... does the Asbestos LW Enclosure require managing as "Temporary Works"? We think that the enclosure does not fall within Temporary Works definition .... in most cases. However if we needed to protect and support the enclosure from the environment, climate, construction activities- then the secondary measures / structure would likely require low category (standard solution design) or high (bespoke / complex design solution) ..... and would then themselves be classified and managed as Temporary Works. Has anyone come across this discussion - we have not - routine visits by HSE, Auditors etc.? Thanks - Tom

Tom, This came up on a CITB Temporary Works Co-ordinator course and APS
Principal Designer course. Some said yes, some said no. Regardless, the
enclosure construction is planned and designed by competent persons (who have
been assessed by a regulatory body) and is inspected as minimum twice per day,
with records of inspection, which would meet or exceed TW expectations. I
personally wouldn't have a TW management system or register on site for
standard enclosures and have never been asked by HSE for them. regards Steve

Hi,
The enclosure should be managed under its own regulations as stipulated in the comment above. British Standards state: "Temporary works is an “engineered solution” used to support or protect either an existing structure or the permanent works during construction, or to support an item of plant or equipment, or the vertical sides or side-slopes of an excavation during construction operations on site or to provide access."
An asbestos enclosure is not intended to be covered under the definition of temporary works and if people are suggesting otherwise they are missing the point, the HSE states:
"Temporary works (TW) are the parts of a construction project that are needed to enable the permanent works to be built. Usually the TW are removed after use - eg access scaffolds, props, shoring, excavation support, falsework and formwork, etc. Sometimes the TW is incorporated into the permanent works - eg haul road foundations and crane or piling platforms may be used for hardstanding or road foundations."
An asbestos enclosure is vital for the applications it is intended to be used for, but by very definition is not intended to facilitate any of the statements above.

As Woolf13, also....
I would not want to encourage our over-enthusiastic construction safety people (I'm one of them too), walking around an enclosure twice a day with a clipboard auditing, kicking the scaffold, tugging the sheeting, or whatever...........
If your not happy with the enclosure condition you should be raising it directly with your contractor on site, or the HSE, but stay well out the way.
