I'm currently assisting (the safety aspects) a client with tendering for a large rendering project on an occupied local authority residential estate. Around 100 properties will be subject to this work. This will create a few challenges, one of which is site security, demarcation and boundries.

Around 2/3's of the properties on the estate are being re-rendered, alongside some other ancialliary works. It is envisaged that around 4 blocks will be worked on at any one time, each block taking a few days. Scaffolders will work ahead and behind, building and removing scaffold. 

My thoughts from a CDM perspective are that the entire work package is one single construction project, which will be reportable. From a site boundry perspective though, each individual block being worked on will have it's own boundry and physical security measures. There will be a centrally located welfare and storage facility which will also have a defined secure boundry. 

Any thoughts on the pro's or con's of this proposed method? I'm concious of the fact that there will be comings and goings between sites with movements of plant and equipment, but given that this is a fully occupied estate, access to the public must be maintained but of course safety is paramount.

Experienced this at SSE for Energy Solutions - working on domestic properties, CDM elements etc.  Key issue is are you being regarded as the PC, as a number of elements come from this.  Remember, whoever you are doing the work for e.g. Council, they will be the Client, and they will have issued the PCI, to which as part of your submission will be your controls, as identified within the basis of your Construction Phase Plan (CPP).

Your welfare, offices etc. can be at one location, but you also need to consider other parties like Postmen/Postwomen, paperboy/girl etc. and pets - they are all exposed parties.

Ideally, you will plan the works to blocks - so houses can be fitted out in blocks and scheduled within an overall plan - under the one project.
