We are going to be starting work carrying out major refurbishment works to void properties.  this involves dropping ceilings and hacking off plaster throughout.  The client has supplied management surveys or pre-refurbishment surveys, they have sampled some areas which are likely to have had asbestos, i.e. sink pad and textured coating to ceilings.   are these sufficient or do we need the refurbishment and demoltion surveys?

You need an R&D survey as you will be affecting the fabric of the building.

A management survey is solely for what is known or visible without intrusion.

No, if you are undertaking intrusive works, you need an intrusive R & D survey, almost anywhere in a property can have asbestos on/in/around it.

If you have a more intrusive survey and materials are found, you have an oppurtunity to restrict access if needed, plan removals, encapsulations etc properly and safely rather than a potential panic if it is disturbed during works.
