Just wondering can you have glass on Emergency Doors Frosted to prevent people outside looking into building?

Short answer; Yes! It is not a requirement to have a glazed vision panel on a final exit door in the first place

Why were they specified as panel doors?
If they open on to a public thoroughfare the intention was likely that the person opening the door could see if there were any obstructions - if you frost them you lose the ability to see. Now there is a one way mirror film that can be applied to glass which would allow you to see out but restrict outsiders from seeing in whichis probably a better solution.
