I have a client who has a spray booth installed for spraying flammable adhesives. The supplier of the spray booth has installed a metal floor plate where the operator stands and has grounded this to the earth bonding of the building. I assume this is to prevent static build up on the operator. Is this a requirement, as I have other clients with similar process who don't have this earth plate.

If spraying flammable liquids - then your client should have completed a DSEAR risk assessment. Part of which should have been to identify sources of ignition. One potential source of ignition is by the generation of a static electrical spark. Earthing/bonding would normally be expected in such a situation, if your RA identified this as a credible source of ignition.
