Hi all. Can I get your advice on your experiences with Written Schemes of Examinations. This is an area I'm not particularly experienced or comfortable with. I've recently started at new role and we have a compressed air system within production. I believe it to be routinely serviced and maintained in accordeance with PSSR & PUWER however I am not so certain in terms of a WSoE. TI would expect us to have something from its original installation and will be checking.
I have engaged with a contractor to survey the site and draw up a new WSoE but they are quoting annual fees to maintain it. I do not feel competant enough to put this together so I am likely to engage them initially however in terms of ongoing review and management is there much to this?. Have any of you put together a WSoE for Compressed Air Systems and how difficult have you found it to maintain.
Thanks in advance.

This is from memory, but, IIRC HSE specify that a competent engineer at a minimum of IEng level is required to draw up a WSoE for a pressure system. If you don't want the maintenance then don't specify it, draw up an RFQ that puts the two things as two seperate line items that can be selected independently. Speak also to your insurer, as they often have companies that can undertake this work.

HSE AcoP L122, para 99ai is the one about Incorporated Engineer, you might want to look at that document to see if you feel competent in its requirements to draft a WSoE yourself, as I don't know what engineering qualifications and competencies you hold.

Thanks Paul, Just the info I need to push management into making a proactive decision. I am not competant to draw this up so will require an engineer.

I'd go along with the suggestion of asking an insurer.

Just an update - The PSSR ACOP states the requirements for competency of the individual to produce the WSoE. This is determined by the size and complexity of the system. We also need to check if our insureres require thorough examination in addition to PPM. I imagine they will but waiting for their visit to check. Thanks for your input.
