Looking for guidance on the following please:- do electrical meters that are positioned on the wall in a one room office which is part of a 2 storey building with numerous businesses require to be contained within a fire rated cupboard?

Nope, they don't pose a fire risk if corretly installed and maintained, and are not damaged or abused, intentionally or unintentionally.
