Evening everyone, i have a problem with use of a tower scaffold near to the edge of an internal balcony. My risk assessment obviously identifies a very significant fall from height if the tower goes over as the people on the platform would be at risk of going over the balcony; would it be acceptable to just tie the tower to the partition wall as its built to prevent the tower going over or would we also need to look at protecting or blocking the open area above the hand rail of the edge or installing netting or air bags or some other fall protection? Does anyone have any advice regarding good practice? Thanks in advance.

Without fully understanding the issue it would be acceptable to tie a tower to a wall with correct pull tests done on the fittings and correct tie to the tower

It sounds like you are answering your own question and due to the level of risk additional control measures should be implemented to prevent a fall. In this situation then is a tower scaffold the correct equipment and should you be having a bespoke scaffold system designed to ensure you are complying the with the hierarchy for work at height.
As a minimum the connections (ties) between the tower and the supporting structure must be rigid in compression and tension i.e. you should NOT use rope, webbing, wire etc. You could use an arrangement of suitable aluminium or steel tubes and couplers.
Personally I would go for a bespoke design to ensure you have all potential fall angles covered particularly as you use the word "significant".

yòur post said you were looking at the space above the handrail. i noticed that you did not mention the area below the balcony. i assume you will have some means of preventing access to this area while the scaffold is in use?
