Scenario is that there is a two storey office block approximately the size of a semi detached house. It has ten people on each floor.

There are no showers / no storage tanks / no air conditioning / no dead legs

Water is fed from a rising main and a combi boiler heats the water up

There are

  • A male bathroom single toilet and basin
  • A female bathroom single toilet and basin
  • A small kitchenette

Personally I wouldn't pay the money to have a legionella risk assess conducted for such a facltiy, I'd probably put a file not in the building managent file to say we discussed it but deemed it not necessart for the aforementioned reasons.

Is this accepatable ?

Surely then that is your assessment and you have recorded it?

I would agree, you have done the initial screening/filtering to see if you have any trigger points to identify if a full RA is required. 

A note/summary risk assessment will show you have considered the issue as part of your building management.

I am ever fascinated at the conflation between risk assessment as a process and risk assessment as a document.  They ain't the same. You ARE doing a risk assessment and choosing not to employ a third party a likely OTT cost - and that sounds totally reasonable in this scenario.

I do agree re: being low risk but still need to 'record the significant findings' and what control measures will be implemented for those. i.e. some simple temp checks on hot/cold system.

Also would suggest they have underprovision on the toilet front according to Welfare Regs ACoP.

You need to read the Legionella ACOP really carefully, I don't think what you are proposing will satisfy the legal requirements.  Here is the link to the ACOP on the HSE website you need to read pages 11 and 12 very carefully and then the following section on managing risk.

I'm all for keeping risk assessments simple but there is simple and simplistic which are two different things, one of them produces an adequate risk assessment and the other doesn't!

Oh and you don't necessarily need to pay someone to do it if you have a simple system but it might be wise to have a plumber check that your assessment of the simplicity of the system is accurate, I've seen apparently simple systems with some very odd and potentially problematic quirks caused by unrecorded modifications.
