Hi All,

Our team are considering when we need to provide staff with the Tier 1 & 2 health surveillance questionnaires for hand-arm vibration (HAV).  The legislation indicates that it is needed where staff are exposed to vibration risks, whereas the associated guidance indicate regular exposure to vibration risks.

It seems that some H&S staff interpret this as regular exposure above the exposure action value (EAV), others say it is regular work with HAV tools,  and some say it is any job that involves vibrating tools regardless of the frequency.

I wonder how you have interpreted the need and when you employ the questionnaires.

We roll out tier 1 and 2s annually to all those who we recognise as using hand held work equipment regardless of current frequency of use.

Exposure/ symptoms caused during previous employment for example still need to be picked up if any further use of vibrating equipment, even for short term exposure, may exacerbate an existing condition.
