Hopefully someone can help. I'm trying to understand if you need to provide welfare facilities for a normally unmanned refuelling site, for a single worker who will spend between 2.5-5 hrs on site every 2 weeks? Thanks

You have a human being expected to be at work and from the sound of things potentially exposed to fuels requiring at absolute minimum the opportunity to wash hands rather than spreading contamination.
What would be your alternative provision - local council toilets, an ameanable shop, pub or hotel, services? Mention of re-fuelling indicates delivery vehicles and/or vehicles arriving to refuel so along with this worker what provision is made for those drivers?

Might I suggest that 5hrs (plus there and back) is not a short duration if you need the loo. At the risk of being a bit blunt, I'm not sure what there is to understand. I see this kind of thing all the time at the sites my company visits. Out of the way, remote, nominally unmanned sites with no facilities (Note: we provide at least a portaloo for all work). Clients who state they are unmaned despite the regular attendance from operations and maintenance personel. Usually there is evidence of a regularly used 'unofficial' urinal. I am sure that anyone questioning if these remote facilities are cost effective would play up no end if their nice heated office toilets so much as ran out of air freshener diffusers and quilted toilet roll. Sorry for the bit of a rant at the end but I struggle with this type of question. How can we possibly promote safe and healthy workplaces when we are still having to talk about basic welfare facilities.

What we don't know of course, as Roundtuit has already mentioned, is whether there are any facilities in the neighbourhood that could be used. It might not be necessary to make provision on site if there is something suitable that is close enough and that there is permission to use.

The key here being ' permission to use', in writing

Thanks all for your responses, much appreciated. The site is to be located on the edge of an industrial estate. There may be neighbouring businesses that have facilities that an agreement could be reached to use. However, this would be a last resort. There are no public facilities in the vicinity. No problem with the 'rant', my experience is mainly in management of high risk process safety events, therefore I'm less familiar with 'basic welfare facilities'. I thought this would be a helpful forum for some professional advice - so thanks all for your input. Really interesting read on rail workers - thanks for the link Kate.

Hi clholt This is not dissimilar to a transient construction site. HSE guidance CIS59 no longer in print said that in general suitable welfare facilities should be available within 10 minutes travel. So, there are various oprions which would include providing something permanent at what is a site that has been there for presumably a long time and will still be there for presumably a long time. OR taking the welfare facilities to site. In van or whatever. OR having clearly identified facilities close by and if that means borrowing someone else's facilities, with their written permission. It's a bit more difficult when people are wandering around in the middle of nowhere. Perhaps a couple of ecologists doing survey work in fields near where some infrastructure project is in the planning. Might be more difficult to get any mobile facilities close to the action and then some imaginative thinking is needed.
