The recent CPS report to prosecute the Office of Commissioner of Police for breach of Health and Safety Law baffles me.
"sufficient evidence to prosecute the Office of Commissioner of Police for an offence under sections 3 and 33 of the Health and Safety at Work Act 1974 of failing to provide for the health, safety and welfare of Jean Charles de Menezes on 22 July 2005" http://news.bbc.co.uk/1/hi/uk/5187484.stm

I wonder when does a Police killing becomes an issue for H&S. Perhaps we have to expand the scope of our professional understanding in relation to the above.
