These are devices that are in common use to block off bus lanes and allow access for buses etc. Don't try to use a bus lane and you won't have a problem. As long as there is adequate warning such as signage then there is no health and safety issue as far as I can see.

These people are just being reckless. They are deliberately trying to break the law and deserve all they get. Beside, there is plenty of signage and warning about. They (i assume) all have a full driving license so are competent to drive (allegedly). Also, we cant hear if there is also an audible warning. Anyway i rather enjoyed seeing the guy holding his head. HeHe

It's exactly the same as people complaining about speed cameras. Speeding is against the law. If you don't exceed the speed limit you won't get fined. Simple as that.
