There is plenty of work in Canada especially West Coast, however I cant comment on H&S positions but where there is a lot of growth like manufacturing and construction which there is then normally H&S roles are required.
You will need to be under 40 to be able to get a residence visa if you are thinking long-term.
Have you considered Dubai. There is lots going on out there and from some previous posts on here I know they are actively looking for professional H&S people to go out.
