I have recently been checking out New Zealand for Health and Safety opportunities, I seem to be drawing a blank for direct contacts, or I end up with agencies promising the world for a price of course and without promises.

anybody got any advice or details I could follow up?

Steve have you tried the following web site www.seek.com.au this site has a lot of jobs in New Zealand. Not sure why the agencies are charging you for this service. I live in Australia as such can work in New Zealand and have had some dealings with New zealand agencies.
