What is the next piece of the jig saw to be a rounded consultant?

Hi all,
Background: 2 years in retail H&S, specialised in food safety. Advanced food hygiene cert and Honours Dip in Food Hygiene. Moved over to the dark side of manufacturing and after a while (8years) in the wilderness of production management have spent the last 2 years solely as a H&S mgr for a major manufacturer. Gained exp in man-management, change mgt and behavioural safety. IRCA registered lead auditor. Implemented ISO standards with a strong (but not certified) training background.
Have recently moved into public sector, planning to do at least 2-3 years in this area. As half way through NEBOSH Dip and am trying to decide where I should be heading course wise at the end of the year (budgets need to be put together soon). Struggling between Msc, or Sp Dip in Environmental. Is it worthwhile getting certified training onto CV. The plan is to move into a consultancy role in 5-6 years time and I want to map the next few years to reap the best rewards.
Any thoughts on where you think the industry will be heading and what I should focus on to ensure I can fulfill its needs???
A bit of a mystic meg question but all contributions appreciated.

Looking at things from an employers perspective. If someone is well qualified and experienced in HSE, I would love them to have studied something like the Certificate in Management Consulting or another management related qualification. See organisations such as the Institute of Business Consulting and the Chartered Management Institute for more information.
