Can't speak for Qatar, but as you haven't had any responses I can give you the picture from a Kuwait perspective.
There's probably very little scope for negotiation unless the company are desperate to recruit. Your best bet is to find out through the expat network what living costs are like and what is classed as a decent package, then take it from there.
